THSA Board

A 12-member Board of Directors appointed by the Governor with advice and consent of the Texas Senate governs the THSA. The Board's chairman and staff oversee the THSA's daily operations.

David Fleeger, M.D.
Chair

David Fleeger, M.D. of Austin is a surgeon and president of Central Texas Colon and Rectal Surgeons. He serves on the board of trustees for the Texas Medical Association and the Central Texas Catholic Healthcare Guild. He is a fellow of the American College of Surgeons and American Society of Colon and Rectal Surgeons and a delegate for the American Medical Association. Fleeger received a Bachelor of Science in biology from Baylor University and a Doctor of Medicine from Texas A&M; University.

Matthew Hamlin
Treasurer

Mr. Hamlin of Argyle is the regional vice president of Quest Diagnostics. He is a fellow of the American College of Health Care Executives and member of the Clinical Laboratory Management Association-Chicago Chapter. He received a bachelor's degree from Ohio Wesleyan University and a Master's of Business Administration in healthcare management from George Washington University.

David Allen, D.N.P.

David "Dave" Allen, D.N.P. of San Antonio is the director of professional nursing at Methodist Specialty and Transplant Hospital and previously served as the director of advance practice nursing for Brooke Army Medical Center and the United States Army Institute of Surgical Research Burn Center. He completed his military service having served as a Surgical Intensive Care Unit Staff Nurse for the 115th Army Field Hospital deployed to Adder, Iraq, earning an honorable discharge from both the United States Army and the United States Air Force. He is a member of the American Association of Critical Care Nurses and the American Organization of Nurse Executives and previously served as chair for the Brooke Army Medical Center Facility Nurse Practice Council and the Brooke Army Medical Center Evidence Based Practice Committee. Allen received a Bachelor of Science in nursing from Clarkson College, a Master of Science in nursing critical care from The University of Texas Health Science Center at San Antonio and a Doctor of Nursing Practice from the University of Alabama.

Paula Anthony-McMann, Ph.D.

Paula Anthony-McMann, Ph.D. of Tyler is the vice president and chief information officer for the East Texas Medical Center Regional Healthcare System. She is a member of the College of Healthcare Information Management Executives, Healthcare Information Management Systems Society and the Academy of Human Resource Development. She is a fellow for the American College of Healthcare Executives and she previously served on the board of directors for the American Hospital Association- Solutions Division, CASA for Kids of East Texas, North Texas RCIC, Tyler Area Chamber of Commerce and Tyler Area Economic Development Council. Anthony-McMann received Bachelor of Arts in biology and psychology from Wesleyan University, a Masters of Business Administration from Case Western Reserve University and a Doctorate of Philosophy in human resource development from The University of Texas at Tyler.

Fred Buckwold, M.D.
Secretary

Frederick "Fred" Buckwold, M.D. of Houston is the senior vice president of medical affairs for Community Health Choice. He is a member of the Harris County Society, Texas Medical Association and the American Association for Physician Leadership and a fellow of the American College of Physicians. He currently serves on the board of directors for the Jewish Family Service of Houston and previously served on the board of directors for the Visiting Nurses Association of San Antonio, Youth Orchestras of San Antonio and James L. White Jewish Community Center. Buckwold received a Doctor of Medicine from McMaster University in Ontario and is board certified in Internal Medicine, Infectious Diseases, and Quality Assurance and Utilization Review.

Shannon Calhoun

Shannon Calhoun of Goliad is the regional vice president for the National Rural Accountable Care Consortium. She is a member and elder of the Goliad Presbyterian Church and served as the logistics officer for the Goliad County Emergency Medications Clinic. She is a past member of the Goliad County Chamber of Commerce Finance Committee, Goliad Community Network, Goliad Rotary Club and the Pecan Valley AHEC board. Calhoun received a Bachelor of Science in agronomy from Texas A&M University and was named as one of Texas A&M University's "Aggie 100" in 2011, 2013 and 2014.

Brandon Charles, M.D.

Brandon Charles, M.D. of Coppell is the regional vice president and chief medical officer for Amerigroup Texas. He is a member of the American Board of Obstetrics and Gynecology and the Texas Association of Health Plans and a clinical member of the American Heart Association. Charles studied biology and chemistry at The University of Texas at Dallas before receiving a Doctor of Medicine from Texas Tech University Health Sciences Center. He is also a graduate of the General Management Program at Harvard Business School.

Mark S. Lane, M.D.

Mark S. Lane, M.D. of Lampasas is a board-certified family physician and owner of Family Medicine Rural Health Clinic and serves on the staff of Rollins-Brook Community Hospital. He is a member of the American Academy of Family Physicians, Texas Academy of Family Physicians, Texas Medical Association and Tri-County Medical Society. Additionally, he serves as a physician volunteer for the Cove Free Medical Clinic. Lane received a Bachelor of Science in chemistry and biology from West Texas State University and a Doctor in Medicine from Texas Tech Health Science Center School of Medicine.

Andrew Lombardo 

Andrew Lombardo of Harlingen is the executive director for the Rio Grande Valley Health Information Exchange and previously served as the patient information exchange product manager for Valley Baptist Health System. He is a member of the Healthcare Information and Management Systems Society, Texas Association of Healthcare Information Organizations and the Rio Grande Valley Healthcare Preparedness Coalition. Lombardo received a Bachelor of Science in business administration from Southwest Texas State University and a Master of Science in library sciences from the University of North Texas. 

Deborah Gray Marino

Deborah "Debbie" Gray Marino of San Antonio is the vice president of community relations for SWBC. She is a member of the Spurs Sports and Entertainment non-profit Silver and Black Give Back and United Way-Women's Leadership Literacy Committee. She also serves on the executive board for the Witte Museum and is trichair for the San Antonio Chamber of Commerce and a past member of the Commission on the Status of Women-San Antonio and the Texas Education Agency Accountability Policy Advisory Committee. Marino received a Bachelor of Science in journalism from Texas A&M; University.

William Phillips, Jr.

William "Bill" Phillips of San Antonio is the senior vice president and chief information officer of the University Health System. He is a member of the College of Healthcare Information Management Executives, Healthcare Information and Management Systems Society, Information Systems Audit and Control Association, Texas Hospital Association and the American Hospital Association. He also serves on the 3M Healthcare Executive Advisory Council, Southwest Texas Regional Advisory Council, Southwest Texas Regional Advisory Council PKI Policy Authority Board, Solutions II Advisory Board, AT&T Healthcare Executive Advisory Council, Alamo Academies Board and the CISCO Chief Information Officer Advisory Council. Phillips received a Bachelor of Science in healthcare administration from Colorado Technical University.

Stephen Yurco, M.D.
Vice Chair

Stephen "Steve" Yurco, M.D. of Austin is a licensed pathologist and partner at Clinical Pathology Associates. He is a member of the Texas Medical Association, Travis County Medical Association and the American Pathology Foundation and fellow of the College of American Pathologist and the American Society of Clinical Pathologist. Yurco received a Bachelor of Science in medicine from Northwestern University, a Doctor of Medicine from Northwestern University Medical School and a Master of Business Administration from the University of Houston.

Mike Maples 

Michael "Mike" Maples is the deputy commissioner of the Texas Department of State Health Services.
